La situación difícil que atraviesa el mundo entero a raíz de la pandemia de coronavirus COVID-19, ha obligado a los gobiernos en general a disponer de medidas en el ámbito económico tendientes a paliar en algo la hecatombe financiera surgida a raíz de la difícil situación que vivimos, el caso del Ecuador no es la excepción, por ello a partir de junio del presente año, la Asamblea Nacional establece una Ley Orgánica de Apoyo Humanitario en donde establecen facilidades especiales para poder pagar los servicios básicos y demás cuestiones especiales. Dicha norma es únicamente aplicable para una situación extrema como la actual, cuando en medio de una emergencia, la gente requiere tener mayor tiempo para poder hacer sus pagos. En el caso de la ciudad de Guayaquil, a pesar de que la Ley de Recursos Hídricos establece, en conjunto con la Constitución que el agua no puede ser privatizada, aun así, vemos que el servicio de agua potable tiene muchas falencias, más cuando se paga un servicio de forma excesiva y muchas veces sin la calidad que se requiere. Por ello es la realización de este trabajo, a fin de proponer campañas de concientización a la ciudadanía sobre sus derechos. The difficult situation that the whole world is going through as a result of the COVID-19 coronavirus pandemic, has forced governments in general to have measures in the economic sphere aimed at somewhat alleviating the financial catastrophe that arose as a result of the difficult situation that we live, the case of Ecuador is not the exception, therefore as of June of this year, the National Assembly establishes an Organic Law of Humanitarian Support where special facilities are established to pay for basic services and other special issues. This rule is only applicable for an extreme situation like the current one, when in the middle of an emergency, people need to have more time to be able to make their payments. In the case of the city of Guayaquil, despite the fact that the Water Resources Law establishes, together with the Constitution, that water cannot be privatized, even so we see that the drinking water service has many shortcomings, especially when it is paid an excessive service and many times without the quality that is required. That is why this work is being carried out, in order to propose awareness campaigns to citizens about their rights. Key Words: pandemic, basic service, emergency, water, rights. |
