Resumen: | Este estudo tem como objeto de análise as políticas de educação superior estabelecidas no PNE-2001, bem como os vetos presidenciais que anulam os itens do Plano que ampliavam recursos financeiros para esse nível de ensino. De início, constata-se que não há intenção do governo em incrementar recursos para a educação superior. Além disso, observa-se que a política governamental busca uma expansão acelerada por meio da diversificação da oferta, do crescimento das matrículas no setor privado e da racionalização dos recursos nas IFES, permitindo ampliação de vagas a custo zero, sobretudo nas universidades federais, o que, a um só tempo, leva essas instituições a assumirem perfil mais empresarial quanto à obtenção de recursos financeiros para sua manutenção e desenvolvimento e tende a acentuar o processo de mercantilização desse campo.Abstract:The object of analysis of this study is the higher education policies settled in the 2001 National Plan ofEducation (PNE) and the presidential vetoes which invalidate the items of the Plan concerning the enlargement of financial support to higher education. Firstly, it can be noticed that there is no government willing to provide increasing resources to higher education. Furthermore, the governmental policy seeks an accelerated extension of this levei of education through diversification of the supply, growth of enrollments in private sector, and rationalization of resources ofFederal Institutions ofHigher Education (IFES) allowing the enlargement of vacancies {ree ITom charge, mainly in Federal Universities, what leads these institutions to adopt a more business profile to obtain financial resources to its maintenance and development. In the same way, the expansion of the higher education upheld by the government has enhanced the process of mercantilization of this field.Key-words: Higher education. Policies.
